MPSSAA Announces Scott Witkin as State Swimming Rules Interpreter and Steve Bettinger as State Diving Rules Interpreter

The MPSSAA is proud to announce the appointments of Scott Witkin and Steve Bettinger to the position of State Swimming and Diving Rules Interpreter effective August 2, 2022. Mr. Witkin will assume the responsibilities as the MPSSAA swimming rules interpreter and Mr. Bettinger will assume the MPSSAA diving rules interpreter responsibilities.

Mr. Witkin is no stranger to the swimming community.  A long-time swimming official and member of the Capital Swim Officials Association, Mr. Witkin has served in a leadership position as meet referee at the MPSSAA State Swimming Championships in 2020 and 2022.  In addition to officiating MPSSAA regional and state meets, Mr. Witkin has extensive background with USA swimming in the training and assigning officials as well as serving as a rule interpreter. 

Mr. Bettinger is an MPSSAA state certified swimming and diving official and a member of the Frederick County Swimming Officials Association.  Mr. Bettinger has served in a leadership role as the MPSSAA State Meet Referee for diving in (2016, 2019, 2021, 2022).  In addition to working the MPSSAA State Diving meets, Mr. Bettinger serves as the head training official and meets coordinator for the Montgomery County Diving League (MCDL). Additionally, Mr. Bettinger serves as the rule committee chairperson and rule interpreter for the MCDL.

About the MPSSAA: Originated in 1946, The Maryland Public Secondary Schools Athletic Association annually conducts 88 state championships in 25 interscholastic sport offerings with participation opportunities to more than 111,000 student-athletes at 200 public high schools.
